Tire pressures must be ideal, and tread depths must be appropriate.
Ensure that functions like windshield wipers are working and the washer fluid reservoir is full.
Ensure that systems like ABS/ESP are functioning correctly.

Drivers:
Must reduce their speed in rainy weather. (Lower speeds give your tires more time to displace water and maintain traction.)
Following distance must be increased.
Cruise control or auxiliary braking systems (retarders) should not be used on rainy/slippery surfaces.
